Can you secure a piece of cloth over th vacuum ?

Pool hose is usually sold by 20 foot legnths --- so that should work -- or if you have a shop vac --- grab that hose and use it ;-)

can you polish out a scratch on a gemstone

The disc/pads that accompany the Jooltool are primarily used for metal. If you know specifically which disc/pads you need than you can just purchase them individually however; to ensure you get the ones you need it is best to purchase the Diamond Accessory kit.
